All uniformed people would have guaranteed pensions, yearly wage increases, and enhanced benefits under a law establishing a redesigned pension system for military and uniformed personnel (MUP). On September 28, at the final reading, the measure was adopted.
The goal of the MUP Pension Reform is to alter the pension plan in order to lessen the effects of the rapidly increasing pension obligations. New fund members must make required payments as part of legislation passed by the House of Representatives in the Philippines to restructure the pension system for military and uniformed personnel.

Who gets Benefit?
The Armed Forces of the Philippines, the Bureau of Jail Management and Penology, the Bureau of Fire Protection, the Philippine National Police, the Philippine Public Safety College, the Coast Guard, and the Bureau of Corrections are all covered by the MUP pension scheme.
MUPs do not pay into their pensions under the existing arrangement. Rather, the national budget is used to fund the pension payouts each year.
MUPs have no minimum pensionable age and are automatically raised one level higher upon retirement after 20 years of service. Moreover, the monthly pension is automatically adjusted to reflect changes in active staff salaries.

Important agreements reached during the hearing included a 90 percent highest retirement package determined by base pay for all MUP, an increase of 5% in the previous package for AFP employees, the provision that PNP employees with less than 20 years of service would be eligible for a lump sum payout upon separation, and the fixing of the retirement age for all MUP at 57 years old.

Over a ten-year period, the pension reform measure ensures a 3% yearly compensation rise for military members is guaranteed by the government. While the government will contribute 12% of new military members’ earnings to their pension fund, current troops will be required to contribute 9% of their pay.
The proposed MUP pension law also stipulates that, for individuals who were already serving in the field when the measure was passed, their monthly retirement benefits would be equal to half of their base pay and longevity.
This pay of the grade that is next higher to the salary grade they last held if they have 20 years of service, and would increase by 2.5 percent for each additional year of service beyond 20 years, with a maximum of 90 percent for those who have 36 years or more of service.
